JoAnne H. Moreau, CEM, LEM
Director


Ms. Moreau is the Director of the East Baton Rouge Parish Mayor's Office of Emergency Preparedness, and has worked in emergency management for the City-Parish since 1988. She holds the prestigious international accreditation of Certified Emergency Manager and is a certified Louisiana Emergency Manager. Working closely with federal, state and local agencies, Ms. Moreau’s experience in emergency preparedness includes the successful coordination of numerous emergency disaster declarations for East Baton Rouge Parish. Ms. Moreau’s efforts have netted special recognition and awards on both national and state levels for her personally, the Office of Homeland Security and Emergency Preparedness, and the Local Emergency Planning Committee. These include the Louisiana Emergency Preparedness Achievement Award, the Louisiana Hurricane Shelter Task Force Award, and the National Chemical Educational Foundation Community Award for 1999. She has been successful in obtaining and administering millions of dollars in grants to address training, equipment, planning, and mitigation needs in East Baton Rouge Parish and Louisiana Region II. Following September 11, 2001, Ms. Moreau was invited to testified to the U.S. House of Representatives Committee on Transportation and Infrastructure, The Subcommittee on Water Resources and Environment hearing on “Terrorism: Are America’s Water Resources and Environment at Risk?” In response to legislative requests, Ms. Moreau continues to provide testimony at the Louisiana State Capitol as it relates to homeland security and emergency preparedness issues. She serves as a current board member for numerous state and local organizations, and a member national and international organizations.

Assistant Director

Tuesday began working with the office after previously being employed with the legal profession as an assistant to several judges and attorneys. As Assistant Director, Tuesday’s duties primarily consist of assisting the Director, along with numerous other tasks including supervising the work of the office staff members.


Jonathan Adams, Planning and Research Coordinator

Planning & Research Coordinator

Jonathan has been with the office since August of 2002. As the Planning & Research Coordinator, Jonathan primarily is responsible for all computer systems within the office, including the creation and maintenance of databases, forms, and publications used by the office. Within this capacity, he researches new technology and makes recommendations on communications and telecommunications systems, and computer hardware and software to ensure the most efficient flow and maintenance of information. He is responsible for developing plans and procedures to address emergency preparedness, response, and recovery as well as responder training. Additionally, Jonathan supervises personnel and office operations. He assisted in the accreditation process for the Emergency Management Accreditation Program (EMAP), received the Louisiana Emergency Preparedness Association (LEPA) Dedication Award, and is a certified Louisiana Emergency Manager (LEM).


Kyle Jones, Planning & Research SpecialistKyle Jones
Chief of Operations

Kyle has been with the office for over a year and recently graduated from Louisiana State University in 2007 with a Business degree. As Chief of Operations, Kyle supervises the OHSEP employees and is responsible for managing the Homeland Security Grants Programs and coordinating the equipment requests from other agencies in the Parish. Further, Kyle is in charge of Hazard Mitigation for OHSEP, including the Severe Repetitive Flood Grants for East Baton Rouge.

Emergency Coordinator


Nicholas helps with various tasks in the office, a couple of which are making sure that the office has adequate brochures on hand and ordering supplies that are used by the office. Nicholas is a senior at Zachary High School and is in the Cooperative Office Education Program and also Future Business Leaders of America. After graduation he plans to attend LSU majoring in Architecture.
